Kerr County Commissioners' Court Meeting Summary — June 30, 2026

The Court addressed two significant flood recovery and public safety issues at its June 30, 2026 meeting.

1.1 Land Use Agreement (LUA) with TDEM for the Hill Country Youth Event Center

Consider, discuss and take appropriate action to approve a Land Use Agreement (LUA) with the Texas Department of Emergency Management (TDEM) to use the property at the Hill Country Youth Event Center (HCYEC). (Comm. Jones, Pct.1)

Under this item, the court approved a land-use agreement with the Texas Division of Emergency Management (TDEM) for debris processing and staging at the Hill Country Youth Event Center. It was brought out that TDEM had a contract with the Center Point ISD to use their 120 acre field located on Stoneleigh Road in Center Point across from their stadium. The agreement between TDEM and the CPISD was about to expire on July 7th and needed to be extended or allowed to expire.

Commissioner Paces noted that the existing contract with CPISD only provided $2,400 over the course of a one year period. CPISD was willing to extend the contract, but desired to negotiate new terms whereby they would be compensated for damage to their facilities and costs that the ISD had incurred as a result of the TDEM debris sorting and grinding operations that generated significant potentially hazardous dust and debris.

TDEM provided an alternative proposal to let the CPISD contract expire and move the debris operation to the HCYEC. Commissioners Paces and Holt both voiced objections to this proposal as there would be a much higher cost to move the debris operations to the HCYEC and reclamation and remediation would be required at two locations as opposed to just one. Commissioner Paces also noted that he had not received a copy of the contract between the County and TDEM for the use of the HCYEC.

1.2 Flood Warning System Agreements

Consider, discuss and take appropriate action regarding Flood Warning System Agreements. (Comm. Jones, Pct.1)

An update on the Flood Warning System (FWS) was provided and the need for funding from the State for additional warning sirens was discussed. It was noted that the county had received $1.25 million from the Texas Water Development Board (TWDB) for a FWS and that 8 sirens had been purchased with the funds (six have been installed and are operational, the last two are in progress).

It was brought out that the county needed to apply for additional FWS funds while grant funds are still available under Senate Bill 3. Judge Kelly clarified that the working relationship with UGRA has been outstanding and that it had been agreed that Kerr County, which received funding from TWDB for the FWS sirens, would own and maintain the sirens. The estimated annual maintenance cost for all sirens (34 total are anticipated) was estimated to be approximately $30,000.
